Qualifying Criteria

Zone/Subzone activity must be consistent with trade policies.

Must yield net positive economic effects, taking into account potential impacts.

Any foreign or domestic merchandise not prohibited by law, whether dutiable or not, may be admitted to a foreign trade zone.

Merchandise entering a Foreign Trade Zone may be:
Assembled Manipulated**
Tested Cleaned
Sampled Stored
Relabeled Salvaged
Manufactured* Processed
Mixed

*Manufactured: A process where the merchandise itself is changed and results in a change in Customs classification of the merchandise. A user must receive special approval from FTZ Board for manufacturing.

**Manipulated: A process wherein the condition of the merchandise is changed by being packed, unpacked, repacked, cleaned, sorted, graded or otherwise changed.
