CDBG-CV AND ESG-CV FUNDING

The City of New Bedford’s Office of Housing and Community Development (OHCD) has received Community Development Block Grant – COVID (CDBG-CV) funds and Emergency Solutions Grant –COVID (ESG-CV) funds for use in preventing, preparing for, and responding to the Coronavirus (COVID-19). This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136, which was signed on March 27, 2020, to respond to the growing effects of the COVID Pandemic. The City of New Bedford was awarded CDBG-CV and ESG-CV funding from the CARES Act through the U.S. Department of Housing & Urban Development (HUD). This initial allocation necessitated a substantial amendment to the FY19 Annual Action Plan and FY15-FY19 Consolidated Plan as well as an amendment to the Citizen Participation Plan. New Bedford’s initial allocation for CDBG-CV was $1,624,151 and its ESG-CV allocation was $805,424. A second substantial amendment was adopted in December 2020 to reflect additional ESG-CV and CDBG-CV funding. All CARES Act (CV) funding is again specifically intended for use in addressing and responding to the growing effects of the COVID Pandemic. New Bedford’s subsequent allocation for CDBG-CV (referred to as CDBG-CV3) was $ 951,553 and its ESG-CV (referred to as ESG-CV2) allocation was $1,576,274. The award and use of these funds similarly necessitated a substantial amendment to the city’s existing FY19 Action Plan and was undertaken through a public process administered by the city’s OHCD.

SUBSTANTIAL AMENDMENTS TO THE FY19 ANNUAL ACTION PLAN, THE FY15-FY19 CONSOLIDATED PLAN AND an amendment to THE CITIZEN PARTICIPATION PLAN  

Each time the City of New Bedford receives an allocation of funding arising from the CARES Act (Covid funding), it necessitates a substantial amendment to the City’s One Year Action Plan (FY2019), the FY15-FY19 Consolidated Plan and, in the initial round, only, an amendment to the Citizen Participation Plan. In light of this, the City of New Bedford’s Office of Housing and Community Development (OHCD) proposed, and the City Council approved, an initial substantial amendment to its One Year Action Plan (FY2019) as well as an amendment to its Citizen Participation Plan on July 16, 2020 in order to receive an initial allocation of $1,624,151 of Community Development Block Grant CDBG COVID-19 (CDBG-CV) funding and $805,424 of Emergency solutions Grant ESG COVID-19 (ESG-CV) funding. The OHCD issued RFPs for both funding rounds through which it solicited grant applications for eligible CDBG-CV and ESG-CV activities. Applications were available electronically through this website during the open RFP periods. A public hearing was held virtually using Zoom at the regular meeting of the City Council on July 16, 2020 at 7.00pm to consider any and all public comments on both the amended the 2019 Annual Action Plan and the Citizen Participation Plan.

The City of New Bedford’s Office of Housing and Community Development (OHCD) subsequently proposed a second substantial amendment reflecting an additional allocation for CDBG-CV and ESG-CV funding. All CARES Act (CV) funding continues to be specifically intended for use in responding to the growing effects of the COVID Pandemic. New Bedford will receive $951,553 in CDBG-CV3 funding for additional projects and 1,576,274 for a second round of ESG-CV projects. The DRAFT Substantial Amendment (#2) to the FY2019 Annual Action Plan was made available for public comment and was adopted at the regular meeting of the City Council on December 9, 2020 at 7.00pm following consideration of any and all public comments on the amended 2019 Annual Action Plan.
